The phrase "amendment with the exception" is not entirely correct and may cause confusion in written English.
It can be used when discussing a modification or change to a document or law that excludes certain provisions or elements.
Example: "The committee proposed an amendment with the exception of the funding clause, which will be reviewed separately."
Alternatives: "amendment excluding" or "amendment except for".
