The phrase "amended down" is not standard in written English and may cause confusion.
It could be used in contexts where a change or reduction is being described, but it is better to use clearer alternatives.
Example: "The budget was amended down to reflect the new financial constraints."
Alternatives: "reduced" or "cut back."
