The phrase "amended at least" is correct and usable in written English.
It can be used when referring to a document or agreement that has been modified or updated to a minimum extent.
Example: "The contract must be amended at least once a year to reflect any changes in regulations."
Alternatives: "modified at a minimum" or "revised at least".
This has been amended, at least in words, though it remains vague what the UN will actually be permitted to do apart from contributing to Iraqi well-being.
