So does this prove that the alternate Ferguson Effect caused Baltimore's spike in murders?

If someone were to do a study of Baltimore such as the one in Milwaukee, and if that study were to find that 911 calls to police from black neighborhoods dropped dramatically over the period that crime went up, that would suggest that the alternate Ferguson Effect could explain at least part of the increase in violence.
