The phrase "also commenced in" is correct and usable in written English.
It can be used when indicating that something began at a certain time or in a certain context, often in addition to other events or actions.
Example: "The project also commenced in early January, alongside several other initiatives."
Alternatives: "also started in" or "also began in".
