At present nearly 50,000 people who claim incapacity benefit, income support or jobseekers' allowance have "drug abuse" as their primary diagnosis as to why they cannot work.
Examples of these strategies include implementing modern performance assessment systems and performance-based pay, increasing transparency of budgets and per diem pay-outs, and increasing the likelihood that people who abuse allowance policies will be caught and punished (Kaufman 1998; Klitgaard et al. 2000).
