Understanding administrator attitudes towards EM is necessary when addressing hospital-level barriers including resource allocation and staffing.
Guidance on allocating scarce resources (vaccines, intensive care units, hospital beds, human resource allocation, and staffing) or triage systems for priority setting in providing critical care during a pandemic are absent from the plan.
This outcome seems to be particularly relevant in planning resource allocation and staffing in treatment of this common condition.
The delegation of even minimal control over resource allocation and staffing decisions can result in positive improvements since managers can facilitate some improvements quickly without having to continually access upper levels of management [ 16].
A lack of skills and authority in resource allocation and human resource management among managers was reported in a previous study in Georgia [ 16] and the need to train and authorize health managers in resource allocation and staffing decisions has been stressed [ 16, 41, 42].
We believe our results provide essential information for policy makers in the UK and Europe regarding healthcare planning, resource allocation and staff training.
These outlined that intensivists in charge should have the overall responsibility of the units and patient care, and that charge nurses should be assigned as shift leaders on a particular shift, and be responsible for coordinating nursing activities (for example, ensuring staff allocation and staff skill mix, patient admission and discharge facilitation, and material and equipment availability).
