The phrase "allocated we are" is not correct and does not make sense in standard written English.
It seems to be an attempt to convey a state of being assigned or designated, but the structure is awkward and unclear.
Example: "In the project, allocated we are to specific tasks based on our expertise." (Note: This example is still awkward.)
Alternatives: "we are assigned" or "we are designated".
