The recent meeting of China's leaders – the Third Plenum – has now set a clear goal: comprehensive reform, including issues such as governance and the judicial protection of human rights, and recognising that all types of reform are inextricably linked.
But so far there is no apparent consensus on the types of reforms.
In another report released this month, the Social Security Advisory Board lists and evaluates 12 other types of reforms that could resolve Social Security's impending deficits.
If university presidents knew their jobs were on the line, they might be expected to institute the same types of reforms that corporate executives did when faced with the Sarbanes-Oxley law.
