In contrast to other concepts, adaptive Foresight proposes a "protected space" for the alignment of Foresight and policy.
The Sendai Framework calls for better alignment of science and policy, ensuring DRR knowledge is "leveraged for the purpose of pre-disaster risk assessment, for prevention and mitigation and for the development and implementation of appropriate preparedness and effective response to disasters" (UNISDR 2015b, Paragraph 23).
In some cases, the lack of reference to evidence, or the lack of alignment between evidence and policy, simply reflects the different policy purposes of the documents; in others, however, there is more explicit use of and consideration of the need for evidence (see example 2, Table 3).
Three difficulties stand out in particular that focus on the areas of resources and capacity, stakeholder shifts, and policy alignment.
In strengthening the health sector, national health systems stewards need to ensure alignment and coherence of policies, priorities amongst different stakeholders; manage and coordinate partnerships and expectations; and implement and foster ownership of health systems interventions at national and subnational levels.
This would be a major contribution towards better planning and understanding of disaster risk in the country and would provide an opportunity to ensure coherence and alignment across policies, practices, and partnerships for effective implementation.
However, SEA was less successful in realising integration of decision making and alignment of policy within government.
