Rifkin had recently joined the Cape Downwinders, a group of local residents concerned about the plant's safety, and hoped to test assertions by a Pilgrim manager that the airspace above the plant was secure.
The En Route Air Traffic Management Decision Support Tool (ERATMDST) is a new FAA system being designed to assist air traffic managers and controllers in en route airspace by providing integrated conflict probe and scheduling capabilities.

While Nats has started the process, this week will be "undoubtedly the most challenging", according to Pete Dawson, the general manager of Nats Londonn Terminal Control, as it affects airspace covering Britain's biggest airports.
"We don't have the airspace to handle more than about 2.8 million passengers a year," said Eric Ray, airport operations manager, who added that officials are finishing a new runway at the facility and have been aggressively marketing it to cargo carriers.
It would also seek to reinforce the powers of Eurocontrol, the air network manager, giving it more authority in airline route planning and in designing a Pan-European airspace.
UK and Europe regional manager Debashis Golder added: "The flight cancellation is due to extraordinary circumstances namely closure of Pakistan airspace and resultant impact which is beyond control of Air India.
That would allow the FAA to more quickly open up the airspace and to break the closures up "into smaller chunks as [the rocket] passes through," said Dan Murray, the manager of the FAA's Space Transportation Development Division.
