The company said it had received air permits for a compressor station that could contribute to production growth, said Amir Arif, a managing director at Stifel Nicolaus.
The E.P.A.'s appeals board cleared the final air permits at the end of March — just as the whaling season got under way.
But this could begin to change, in a modest way, with the construction of the two coal plants that received air permits last month.
That occurrence was investigated by the agency and resolved with the granting of two air permits to the company by the end of that year, Mr. Covar said.
"Confusion and uncertainty is likely to cause businesses to defer or cancel expenditures on new facilities and equipment subject to air permitting requirements," the group said.
