The phrase "ailing population" is correct and usable in written English.
It can be used to refer to a group of people who are suffering from health issues or are in poor health.
Example: "The government has implemented new healthcare policies to address the needs of the ailing population."
Alternatives: "sick population" or "unwell population".
Bees are being set free in towns like Denver, Minneapolis, Helena, Montana and even New York City, a possible boon to the our nation's ailing bee population but an unwelcome event for those who fear the dangers of allergic reaction to bee stings.
