By Nigina Baykabulova TASHKENT, Uzbekistan, 19 July 2012 – UNICEF, the Government of Uzbekistan and the European Union (EU) signed today a tri-partite agreement for the implementation of phase II of the EU-UNICEF Development Cooperation Programme 'Improvement of Mother and Child Health Services in Uzbekistan (IMCHS)'.
TASHKENT, Uzbekistan, 19 July 2012 – UNICEF, the Government of Uzbekistan and the European Union (EU) signed today a tri-partite agreement for the implementation of phase II of the EU-UNICEF Development Cooperation Programme 'Improvement of Mother and Child Health Services in Uzbekistan (IMCHS)'.
At the time there was strong agreement for its implementation within the ministry and the federal government, as well as support from organized groups such as the RBCE, as one SAMU manager suggests: "The president displayed idealism when he said: I want this for the country"[ 13].
In addition, it provided high agreement for all implementations tested, indicating low sensitivity to the chosen number of clusters.
Child Survival and Nutrition: At both regional and country level, WCARO will continue to strengthen inter-agency coordination, synergy and accountability among UN agencies and humanitarian partners as per the Inter-Agency Standing Committee IASCC) agreements for effective implementation.
We felt that this level of agreement should be sufficient for implementation in guidelines.
They may have to begin the painstaking work of drafting a comprehensive peace agreement and start physical planning for implementation.
The more flexibility such an agreement leaves to each country for implementation, the more options a country has for a cost efficient and locally adapted design of its monitoring systems.
"Russia tends to take agreements as the basis not for implementation, but for further negotiation," says one cross official.
Plenary sessions of: FAO, UNESCO/IOC, IMO and UNEP approve conventions, agreements, resolutions and action plans for implementation by UN and their member states.
