Whatever future arrangements are put in place, a system to ensure that local multi-agency arrangements work for children is essential.
The official line is that child pornographers are managed under the multi-agency arrangements and their risk to the community is regularly assessed.
The proposed settlement, Barnes & Noble said, "seeks to end agency arrangements that are commonplace in many industries and that have brought more competition to the sale of e-books".

A court found against that decision last year, finding Apple and five major U.S. publishers guilty of working together to drive up the price of ebooks in the U.S. As a result of that ruling, Apple was appointed a monitor by the court and forbidden from entering into any special agency arrangements with the publishers in question, too.
"We believe that dual agency arrangements give the appearance of non-arm's length transactions regardless of the controls the Postal Service has in place and the risks of allowing such transactions outweigh the benefits," he wrote.
"By allowing dual agency arrangements, the Postal Service can obtain wider exposure to potential offerers, and thus ensure rigorous competition," he wrote, adding that "it does not appear that any actual conflicts of interest have been found".
