The phrase "again concluded" is correct and usable in written English.
It can be used when summarizing or restating a previous conclusion after further consideration or discussion.
Example: "After reviewing the evidence once more, the committee again concluded that the proposal was not feasible."
Alternatives: "reiterated the conclusion" or "reached the conclusion again."
