The phrase "again changes" is not standard in written English and may cause confusion.
It could be used in contexts where you are referring to changes that are happening once more, but it is better to clarify the meaning.
Example: "The policy again changes, reflecting the new regulations set by the government."
Alternatives: "changes once more" or "changes again."
