Both require advocacy and action, indicating two broad strategies aimed at enhancing girls' participation: interventions to integrate gender equality into the mainstream of overall education policy and programming; and more focussed affirmative action interventions.
JB Quotas are indeed problematic but there are other possible affirmative action interventions, such as requiring departments, conferences and journals to monitor closely the number of women applying or submitting papers compared to those accepted.
