The phrase "affected publications" is correct and usable in written English.
It can be used to refer to publications that have been influenced or impacted by a particular event, change, or circumstance.
Example: "The new policy has led to several affected publications that need to be reviewed for compliance."
Alternatives: "impacted publications" or "influenced publications".
This may, however, have to do with critical mass of research: there have to be proportionately more publications per affected individual for rare than common disorders, to ensure there is a body of work to build on.
