The phrase "advises the reader" is correct and usable in written English.
It can be used when discussing guidance or recommendations provided to the audience in a text or document.
Example: "The author advises the reader to consider multiple perspectives before forming an opinion."
Alternatives: "counsels the reader" or "suggests to the reader".
The aforementioned book advises the reader to energize underused brain cells by breaking with routine.
He advises the reader to listen to the speakers' syntax as if it were music, which is easily done.
