The phrase "advised by one" is correct and usable in written English.
It can be used when indicating that someone has received guidance or recommendations from a single individual.
Example: "The decision was ultimately advised by one who had extensive experience in the field."
Alternatives: "counseled by an individual" or "guided by a single advisor".
