The phrase "adopt regulations to implement" is correct and usable in written English.
You can use it when discussing the process of creating or enacting rules or guidelines to put a policy or law into effect.
Example: "The government plans to adopt regulations to implement the new environmental standards by the end of the year."
Alternatives: "establish rules to enforce" or "create guidelines to execute".
