The phrase "admitted to considering" is correct and usable in written English.
It can be used when someone acknowledges that they have thought about a particular idea or option.
Example: "The committee admitted to considering several proposals before making their final decision."
Alternatives: "acknowledged contemplating" or "confessed to pondering".
