"adjudicated over" is a correct and usable phrase in written English.
You can use it when you are discussing a decision or ruling that was made by a judge, arbiter, or other authority after considering relevant evidence. For example: "The case was adjudicated over by the court, and the judge ruled in favor of the plaintiff."
