Officials from both governments agreed last year to an O.A.S.-sponsored set of measures to declare one kilometer on either side of the border as an "adjacency zone" where no one would be evicted until the two countries better define the border.

To identify neighboring census tracts we created shape files (in ArcGIS; ESRI, Redlands, CA) of the census tracts where MESA participants resided, and converted the shape files into adjacency graphs in R to identify all census tracts sharing a border.
