The phrase "addressing those that" is correct and usable in written English.
It can be used when referring to a specific group of people or individuals that are being spoken to or considered in a discussion or message.
Example: "In this meeting, we will be addressing those that have expressed concerns about the new policy changes."
Alternatives: "speaking to those who" or "talking to those that".
But, now that the immediate crisis has passed, the President needs to stop asking the kind of questions that can't be answered and start addressing those that can.
