"What we see is a dramatic shift in attitudes," said Mr. DeGolyer, a longtime pollster at Hong Kong Baptist University, adding that the education debate has played a central role in the shift.
It said taking parents to court was "not taken lightly and is the last resort", adding that the education authorities had spent five years trying to support the mother concerned.
"Parents need to work in order for their families to survive..and therefore don't have time to spend with their children," he said, adding that the education system and communitities need to help come up with solutions.
He added that the education and sports minister, Hiroshi Hase, had told the Japanese Olympic Committee and officials involved in Tokyo's bid to cooperate with the investigation into the payments, revealed by the Guardian last week.
Mr Lightman added that the education secretary would have to "rely on school leaders" to lead the implementation of whatever revised national curriculum was adopted.
Sen. Sherrod Brown (D-Ohio) said service members "shouldn't have to worry about predatory banking practices," adding that the Education Department "must take action to ensure that our active duty servicemembers are treated fairly".
"It may have a good impact to give a certain type of education -- make sure that children are getting a quality education and having the right type of teachers," Weatherspoon said, adding that the right education would give people in her community access to good jobs, "ones that use computer skills".
"In many situations, our schools are perpetuating poverty and are perpetuating social failure," he said, adding that the federal education bureaucracy had often hindered past efforts.
The government, she argued, would take on "powerful vested interests" which opposed its policy, adding that the higher education sector could not be treated differently because of its value to the British economy.
"The student deleted the tweet, and we spoke with the parent – who was obviously highly concerned as to her child's tweets being monitored by the DOE," Jewett said, adding that the department of education had informed her that Pearson was "monitoring all social media" during the testing period and had demanded the student be disciplined.
The student, known only as Kim, appeared on radio show The Bert Show based in Atlanta, Georgia, to discuss how she thought the trip to Europe was part of her education, adding: "That's how I try to justify that".
