The statement on Tuesday said Deutsche Bank neither admitted nor denied wrongdoing, adding that the bank failed to reduce the financial penalty during negotiations.
"Prince Bandar then asked that Riggs wire $2 million to another bank, which was done," the minutes said, adding that the bank notified regulators about the transaction.
"We made a terrible, egregious mistake and there's almost no excuse for it," Mr. Dimon said, adding that the bank was "sloppy" and "stupid".
The governor stresses the importance of this rescue going ahead, adding that the Bank is waiting in the wings if it should collapse.
A spokesman for the watchdog said the investigation would likely conclude in either 2016 or 2017, adding that the banks were suspected of violating Swiss corporate rules.
"We are carrying more capital than hopefully we need when all the plans are put in place," Diamond says, adding that the bank has purposely overcapitalised.
"The ECB is ready to do its part," he said, adding that the bank was looking at the low level of inflation and whether enough money was getting through from the banks to the eurozone economy.
"The decision was taken in the context of moving from the rescue phase to the next phase," Mr. Javid said, adding that the bank's chairman, Philip Hampton, had talked to senior British lawmakers about the management change last week.
"The yacht was grossly overbooked, and we would need several yachts to meet current demand," Mr. Phoen explained, adding that the bank was still subsidizing two-thirds of the cost of using the yacht.
