"There are bigger things that have been more problematic for newspapers," he added, including circulation losses and basic mismanagement.
In May last year the Echo published a new edition for the Wirral, which is thought to have added extra circulation.
He added that circulation numbers in the next few reporting periods should be fairly steady.
Meanwhile, he added, the circulation of the paid daily has declined significantly from about 45,000 early last year, though he did not divulge the current circulation numbers.
Paid-for circulation accounted for 52,696 of MEN's total circulation, down from about 57,000 in the last period.
Greig also added that the shift to free distribution had had a dramatic impact in some areas, such as Holborn, which has gone from a 700 paid-for circulation to more than 10,000 a day under free distribution.
Its paid-for circulation was 83,000 in April.
On a brighter note, a focus on boosting paid-for circulation resulted in growth of 1% in circulation revenues.
It adds: "The standard circulation for cabinet memoranda includes the Queen, the Prince of Wales, all members of the cabinet, any other ministers in charge of departments, the attorney general and the chief whip... Ministers of state and junior minister do not normally receive memoranda".
"Smoking seems to affect circulation," she explained, adding that circulation diminishes as we age.
