The phrase "actually provided for" is correct and usable in written English.
It can be used to indicate that something has been specifically arranged or included in a plan or agreement.
Example: "The budget actually provided for additional training sessions for the staff."
Alternatives: "specifically allocated for" or "explicitly included in".
In other unitary systems of this type, decentralization on a territorial basis is actually provided for constitutionally, and the powers of locally elected officials are prescribed in detail.
