The phrase "actually accountable" is correct and usable in written English.
It can be used to emphasize the reality of someone's responsibility or obligation in a particular context.

Alternatives: "truly responsible" or "genuinely liable".
And there's the small matter of the people who are actually accountable for what local government gets up to.
