Within the organization of public services, multiple dimensions of public and private regulation may apply, such as (i) legal form, (ii) ownership, (iii) actor value orientations, (iv) financing, (v) actor tasks/activities, (vi) market environment, and (vii) autonomy to government (officials) ([11]: 17).

Besides the more theoretical discussion of value, increasingly dominated by the networked [13, 14, 15] and systemic conceptualisation of value creation [16, 17, 18], more empirical research is needed to validate the so far developed models and concepts of multi-actor value co-creation in real-life business environments [19, 20].

Many barriers were also identified as constraining the adoption of the forthcoming change at the actors, values and methods levels in the educational and professional systems.
Evidence can be used in decisions either directly (e.g. by indicating effectiveness of a particular intervention within the same or similar context) or indirectly (e.g. by affecting actors' values and experiences).
