Drawing upon inductive, qualitative research, we explore the design, implementation and evaluation of SWC activities, as they relate to Ostrom's Institutional Analysis and Development (IAD) framework, in order to determine how the activities can be made more appropriate, effective and sustainable.
The basic hypothesis is that the spatial distribution of the activities can play a key role in the choice of the primary activity; so, the utility related to the various primary activities (PA) can be expressed as a function of the utility related to the various zones in which these activities can be made.
Predictions of time investment into different activities can be made based on an equation of costs and benefits, the optimal foraging theory (OFT hereafter) and the Marginal Value Theorem (MVT), developed in the 1970s and 1980s (Charnov 1976; Kotler 1984; Brown 1988).

Recordings of brain activity can be made using electrodes, either glued to the scalp as in EEG studies, or implanted inside the brains of animals for extracellular recordings, which can detect action potentials generated by individual neurons.
In this manner, the neural activity can be made to approach the target and the target learning can be achieved by making the synaptic plasticity alternately anti-Hebbian and Hebbian, depending on the error.
