The phrase "active at all" is correct and usable in written English.
It can be used to emphasize the extent of someone's or something's activity or engagement in a particular context.
Example: "I was surprised to find that the project team was not active at all during the last quarter."
Alternatives: "not active whatsoever" or "completely inactive".
