The phrase "activates less" is grammatically correct and can be used in written English.
It can be used in contexts where you are comparing the activation levels of different subjects or conditions, indicating that one activates to a lesser degree than another.
Example: "The new software update activates less frequently than the previous version, resulting in improved performance."
Alternatives: "triggers less" or "engages less".
