The phrase "action to accomplish" is correct and usable in written English.
It can be used when discussing specific steps or measures taken to achieve a particular goal or objective.
Example: "The team outlined a clear action to accomplish their project goals within the deadline."
Alternatives: "steps to achieve" or "measures to complete".
But I disagree with legislative action to accomplish this end.
