The phrase "action explanation" is correct and usable in written English.
It can be used when describing the reasoning or rationale behind a specific action taken in a particular context.
Example: "In the report, the action explanation for the decision to cut costs was clearly outlined, detailing the financial pressures faced by the company."
Alternatives: "justification for the action" or "rationale for the action".
On the other hand, it was less than clear from her discussion how it is that intentions give rise to an alternative mode of action explanation.
