To close on a positive, one very welcome feature of the Finch report is its set of recommendations on opening up access to licensed content through extending access to sectors such as the NHS and SMEs.
Earlier this month, my colleague, Neil Gough, wrote about the landmark ruling, in which the court found that contracts used by non-Chinese citizens to gain access to sectors of the Chinese economy that are protected from foreign investment were invalid.
Investors gain 2% when the index falls 1%, and vice versa.This narrowing of focus has given individuals easy access to sectors, such as gold and private equity, that were hard for the unsophisticated investor to reach.
China would be able to invest in some Taiwanese service industries, while Taiwan would gain access to sectors such as computer services and airline maintenance in China.
However, an undetermined portion of the population has access to public sector services, and to a lesser extent is covered by the private sector (3.8%% of the population) and the "other" category of systems mentioned in the previous paragraph.
Rik Evans Truro, Cornwall Stephen Dalton argues that "examples of beneficial of private sector involvement include … more rapid discharge from hospital through well-established 'recovery at home' services and access to private sector community diagnostic facilities".
Greater access to private sector urine pregnancy testing alone, however, is not likely to decrease gestational age at presentation sufficiently, as private sector tests require financial resources and add at least one visit to the care-seeking process.
He adds that improved access to public sector information is "an essential component of the EU strategy for stimulating new business opportunities and addressing societal challenges".
Ms Shields said Tech City's Future Fifty project would help some high-potential digital businesses to get access to private sector support and government services.
