Without a nationality, stateless children can be denied access to basic social protection programmes, cannot earn education certificates or graduate, or obtain an identity card or a passport.
The poor and most vulnerable people, especially the young ones, do not have adequate access to basic social protection as the existing schemes are rather limited in their scope and coverage, and the system in general is extremely fragmented, ad-hoc and underfinanced.
