The phrase "access of spectrum" is not correct in standard written English.
It may be intended to refer to the ability to use or obtain a portion of the electromagnetic spectrum, but the phrasing is awkward.
Example: "The company is seeking access to the spectrum for its new communication technology."
Alternatives: "spectrum access" or "access to the spectrum".
