A UE identifies its RAR through the random access preamble identifier that corresponds to the random access preamble transmitted in the first step.
The RAR message includes the identity of the detected preamble (random access preamble identifier), uplink channel synchronization information, resource allocation information for the subsequent L2/L3 message transmission, backoff indicator, and the temporary C-RNTI [19].
