But given that they have already transformed many colleges and universities from places where educational content was locked up into institutions rushing to share their best classes with the world, one could make the case that MOOCs have already had a positive impact on the academy's relationship with the public.
In addition, clubs that had invested millions in developing academies and relationships in other countries were reluctant to give up any advantage, and any draft changes are subject to negotiation with the players union.
"Those who are involved in academy-industry relationships are more likely to withhold data and not share data," says Melissa Anderson, an ethics researcher at the University of Minnesota, Minneapolis.
The report urges the Department for Education to ensure that all schools, including private schools, faith schools, colleges and academies, "deliver effective relationship and sex education".
