The phrase "above recognized" is correct and usable in written English.
It can be used to refer to something that has been acknowledged or identified earlier in a text or conversation.
Example: "The above recognized issues must be addressed before we can proceed with the project."
Alternatives: "previously acknowledged" or "earlier identified".
The personnel-relations approach implicit in much of the above recognizes that the attitudes of rank-and-file employees and the social climate that they create can either be conducive to security or constitute its greatest enemy.
