Many home-educators would like to be able to use school facilities occasionally in science lessons, say, or to sit exams.
After all, it was Texas that led the lawsuit of ten states against the Obama administration's Department of Education directive on trans students, which decreed that trans students should be able to use school restrooms consistent with their gender identity, and it was Texas that led the charge against an Obamacare rule banning discrimination against trans patients.
"The sports and entertainment elite, Attorney General Roy Cooper and the liberal media have for months misrepresented our laws and maligned the people of North Carolina simply because most people believe boys and girls should be able to use school bathrooms, locker rooms and showers without the opposite sex present," a statement read.
And despite the rule against worship services, "religious congregations are able to use public school space for after-school programs and a host of other activities and events," Jane Gordon, a lawyer for the city, said in a statement.
At the time, he and Ms. Burstein were both graduate students in film at New York University so they were able to use the school's equiqment for free.
For example, he is able to use the school's washing facilities and do a daily prayer at lunchtime if he wishes, entirely at his own discretion.
Under several proposals, an out-of-state college student would no longer be able to use a school photo ID as proof of identity.
Scout troops, said Karen Feuer, the board president, would not be able to use a school's name as part of their troop name or display it on their uniform.
Though the program's participants will not be enrolled in a Juilliard degree program (they will be considered fellows or young artists rather than students), they will be able to use the school's library and practice rooms.
"If the message gets out to let the plan work," he said, "our citizens will be delighted with the result - a high-quality education". Soon, he added, the city should be able to use the school system as a selling point.
