The phrase "able to speak a" is not complete and therefore not fully correct in written English.
It can be used when discussing someone's capability to communicate in a specific language or manner, but it requires additional context to be meaningful.
Example: "She is able to speak a variety of languages fluently."
Alternatives: "capable of speaking a" or "proficient in speaking a".
