In 1990, over 150 governments adopted the World Declaration on Education for All (EFA) at Jomtien, Thailand to boost efforts towards delivering the right to education.

The World Declaration describes the mandate and vision of the Education for All movement, while the Framework for Action identifies goals, targets and areas for priority action.
Some of the most important are the World Declaration on Education for All (1990), the Beijing Declaration and Platform for Action (1995), the Education for All Dakar Framework for Action (2000) and the Millennium Development Goals (MDGs, 2000).

The World Declaration on Education for All envisioned that "Every person - child, youth and adult - shall be able to benefit from educational opportunities designed to meet their basic learning needs".

This universal desire to give every child a better future was embedded into international law with the signing of the Convention on the Rights of the Child on 20 November 1989 and further consolidated, on 30 September 1990, in the World Declaration on the Survival, Protection and Development of Children.
At the August 1992 Preparatory Committee Meeting held at WHO Headquarters in Geneva, government representatives considered the draft World Declaration and Plan of Action for Nutrition, which was finalized and adopted unanimously at the ICN later that year.
