In an e-mail on Wednesday evening, the Hong Kong Marine Department said it had given written notice on Tuesday to the vessel's owner that an inspection on Sept. 1 found that the vessel's structure had been damaged and that some safety equipment was defective.
On what might have caused the vessel to sink, the report says: "A combined effect of previous groundings and subsequent repairs to its keel and matrix had possibly weakened the vessel's structure where the keel was attached to the hull.
"Instead, a combined effect of previous groundings and subsequent repairs to its keel and matrix (or lining) had possibly weakened the vessel's structure where the keel was attached to the hull". It said one or more keel bolts may have deteriorated and it was "probable that the crew were fatigued and their performance was impaired accordingly".
However, such structures will necessarily have higher production costs, therefore, an optimization framework is presented to estimate both production and maintenance costs for a naval vessel's internal structure and develop trade-spaces between these two competing objectives in order to find designs that represent a balance of both.
The couple began testing their craft in 1947, and experienced problems with carbon monoxide removal, with the vessel's enclosed structure potentially increasing the risks of carbon monoxide poisoning.
However, this interconnected network, which resembled a vessel-like structure, progressively disappeared with increasing PL concentrations.
The result is a fine vessel structure (vessels less than 100 μm in diameter) superposed on the concave surface.
