The phrase "a topic covers" is correct and usable in written English.
It can be used when discussing the scope or content of a particular subject or theme.
Example: "In this lecture, a topic covers the impact of climate change on global agriculture."
Alternatives: "a subject addresses" or "a theme encompasses".
