The phrase "a too low value" is not correct in standard written English.
The correct form would be "too low a value" or "a value that is too low."
Example: "The project was halted due to a too low value of funding that was allocated."
Alternatives: "an excessively low value" or "a value that is too low."
However, income support targeted on children is often of too low value to have a significant impact on poverty reduction "Child poverty should be the number one concern of governments in the region," said Maria Calivis, UNICEF Regional Director for Central and Eastern Europe and the Commonwealth of Independent States (CEE/CIS).
Note that too high value of the threshold can allow excessive low-pass filtering, whilst too low value of the threshold can generate artifacts.
