"It's a systemic problem," said Faisal Siddiqi, a lawyer who works with acid victims.
"It was a systemic problem," said Representative Porter J. Goss, the Republican from Florida who is chairman of the House's Permanent Select Committee on Intelligence.
"There is clearly a systemic problem," said Richard L. Brodsky, a Westchester assemblyman, who is sponsoring a bill to require that mercury gauges be replaced with nonmercury alternatives.
"The threat of sexual abuse is a systemic problem," said Christine Doyle, a lawyer for Amnesty International, which distributed a report last year including anecdotal evidence of widespread abuse in all 50 states.
"We don't think it's a systemic problem," said Col. Jeffrey Kulmayer, chief of reconciliation and engagement for the American forces in Iraq, and the military's top liaison with the Sons of Iraq, as it calls the Awakening Councils.
"It's hard to untangle what is the normal disturbance and chaos that happens with new stuff, and what is actually a systemic problem," said Jill Chaifetz, executive director of Advocates for Children, a nonprofit group that closely monitors the school system and draws financing from private foundations as well as the state and federal governments.
"This does not point to any systemic problem," said Tom Bittman, an analyst with Gartner Inc. "And it's going to blow over".
"Cendant would want to find out if Herdman had any specific knowledge about that audit and whether Ernst & Young had any systemic problems," said Robert Prentice, a University of Texas business law professor.
"By reading comments from different departments, I may be able to see systemic problems," says UT Austin Graduate Dean Teresa Sullivan.
"Markets are clearly jittery in light of what's happening in Dubai and Greece, but it's not evidence of systemic problems," said Nick Stamenkovic, a fixed-income strategist in Edinburgh at RIA Capital Markets.
